Lake Elmo Requires a Permit for Your Sprinkler System

Under city code, any lawn sprinkler or irrigation system connected to the municipal water system — aboveground or underground — requires a permit for connection and must be installed to the state plumbing code. On top of that, every automatic system must have a rain-detection device that prevents it from running in the rain, per Minnesota Statute 103G.298.

Systems also have to avoid water waste from runoff, low-head drainage, and overspray. Those aren't abstract requirements — low-head drainage — where the lowest head on a zone keeps draining after shutoff, leaving a soggy patch — is specifically named in the ordinance.

A 12-Hour Daily Watering Window

Lake Elmo's schedule is the most restrictive in our service area. You may water only on your assigned zone day, and only during two windows: 12:01–5:00 a.m. and 5:00 p.m.–11:59 p.m. In practice, irrigation is prohibited between 5 a.m. and 5 p.m., every day of the week. These are permanent, year-round restrictions.

The city divides into four watering zones. Rather than reprint day assignments that may have changed, we'd point you to the city's zone map, or you can call Utility Billing at 651-747-3906 to confirm your zone.

Practically, this compresses your entire watering schedule into a narrow overnight or evening window. If you have a lot of zones — common on Lake Elmo's larger lots — the run times have to be sequenced carefully to finish inside the window. It's the easiest thing to get wrong when programming a controller here.

Worth knowing: the city's stated reason for the restrictions isn't only conservation. It's to keep water tower levels high enough for emergency and fire response during the hottest part of the year.

Municipal Water and Private Wells

Lake Elmo is unusual in having both a municipal system and a meaningful number of homes on private wells — the city maintains a dedicated private wells page, and the MPCA runs an East Metro Private Well Monitoring Program for PFAS sampling in the area.

This matters for service. Well-fed irrigation systems behave differently: pressure and flow depend on the pump and pressure tank rather than a city main, so symptoms that look like a valve problem on city water can be a pump cycling issue on a well. We service both.

One caveat we'd rather state plainly than guess at: the city's permit, sensor, and watering-window language is written around systems connected to the municipal water system. Whether private-well irrigation is subject to the same zone-day restrictions isn't spelled out on the city's pages — check with the city directly if you're on a well.

Newer Systems, Newer Problems

Much of Lake Elmo's residential growth is recent — developments like Inwood, Granvia Preserve, Highpoint Crossing, Easton Village, and Wildflower at Lake Elmo are all part of the city's current development slate. That means a large share of local systems are relatively young.

Young systems fail differently than old ones. Newer systems bring fewer corroded valves and more commissioning problems: heads set at the wrong height for a lawn that has since settled, zones balanced for bare sod rather than established turf, and controllers still running the installer's default program years later.
